First i think she meant she is finally fighting back to back with them not that she is on the same level .

However i think she wasn't far from their level either (at that time before the rikkudu power) .its true that she can't beat any of them ,but she had things they didn't have .

-nether naruto or sasuke can easily heal from madara rod (tobirama even got surprised when sasuke was able to touch the rod ((only after he got rikkudo power))
