This is a hard one for me because Neji can block her chakra points and unlike Hinata he is actually very fast and noteworthy for his skills hit on the other hand Sakura has better chakra control, has god like strength, can heal from pretty much anything, is also very fast now (at least I think she is) and she is also very intelligent so it could go either way.

He's not fast enough to blitz her though. Not even close. This is the girl who mangaged to react and temporarily escape something that current Naruto and Sasuke found significantly fast (

Neji's fighting style demands CQC, but against Sakura that's not a good choice

He can block anybody's tenketsu, but that doesn't mean he'll be able to do it in battle.
