All that happened was that her AoE has gotten larger to the point that she can make some adjustments to the terrain. All in all it only means that now her strength is on that of Tsunade's or maybe a little higher.
It still wont change much of the outcome because her taijutsu is still very linear and is not ver fast whereas Neji is still faster and has much better taijutsu by far. Even in close range, if she uses her strength, it wont do much against Neji's gentel fist style which can cut off her chakra flow, including the one stored in her head and also involves redirecting and using the strength of the opponent against them.
If necessary, Neji could just keep Sakura at a distance using vacuum palms or at least knock her off balance for a moment before rushing in and attacking her.
And just in case a blow from sakura looks like its about to land, rotation can still protect him even from her punch, due to the deflecting properties of the jutsu. Simple blunt force attacks wont break it unless its on a MASSIVE scale, (when I mean massive, I mean something like Chou Shinra Tensei, TBB, Meteors, Akamichi expansion attacks), or if its a powerful drilling force such as Narutos Odama rasengan or Kiba's Wolf Fang over Fang.
All in all, Neji is still a bad matchup for her and can still beat her mid-diff even with her new powerup.
