Sakura- because she is still developing
And lee is just a static character .
Sakura and Lee are the perfect example of what Kishi tries to make Naruto and Sasuke be or even Lee and neji.
Lee is hard work
And Sakura is talent.
Kishi made it seem like Neji and Sasuke never worked for their power , they were just bored talented, which isn’t really the case.
Sakura however was developed as a ninja from the beginning , her problem is that she didn’t think much of herself, but she did, but she didn’t ... if that makes sense.
Let’s say your an artist who draws photo realistically, but you are teamed with an pioneer in Impressionism and fauvism. The other two overshadowing your drawing because they have these flashy paintings to show. And are constantly praised. But when it came down to the basic drawing of the line Sakura did it perfectly, Sasuke struggled a bit and got it, and Naruto took a while.
Sakuras problem was that she has a justified superiority complex but an inferiority complex about it,
Lee is just Gai 2.0 which diminish his triumph. Sakura is more that tsuande because tsuande didn’t really make her into what she is as Gia did with Lee, she was just a mold to follow... mostly guided by her teammates , following after them. For Sakura to be complete she needed to free herself from her team( Lakshmi included)
Ino was never a rival . And Sakura knew this which is why she increase in power in their battle
