Pretty sure Gaara wins with less than low difficulty. He won't even need sand tsunamis, just use the sand from his gourd to overwhelm Sakura.

look at these i found somewhere:
1.only sakura and other highly skilled ninja were able to notice the genjutsu,
and counter it with a powerful enough kai jutsu)
2.she may lack a huge amount of jutsuu's, but she can control her chakra more precisely than even kakashi, and can control it to make huge punch's and kicks n c generally have less jutsus coz c dont name it.
3.Gouwan (Strong Arm; her super strength)
4.Dokunuki no Jutsu: Poison Extraction Technique
5.Bunshin no Jutsu
6.Kawarimi no Jutsu
7.Kai

He can fly, but Tsunade can jump very high with her chakra control. ( She jumped with Gamabunta's sword high enough to defeat Manda. She jumped high enough to knock down a Complete Susanoo).

Kimimaro was able to break thorugh the sand. Tsunade, with her strenght- can do it too. I'm not saying that she wins for sure, but she has good chances against the Kazekage.

Kimimaro's strongest bone spear broke like biscuit against Gaara's defense. She has strength but is she stronger than a c3 or 5 susanoo sword strikes? She is strong but can she resist Gaara engulfing her with sand and tying her down? No. Gaara will definitely win as long as there is no plot no jutsu. I am not saying that she is not strong but she will lose to Gaara
