Never said it did. Tsunade uses chakra for Byakugo and to make her self younger. Unlike Tsunade she can add more chakra to it meaning it lets her hit harder and it gives her the same Byakugo abilities as Tsunade.

That obviously doesn't mean that Sakura is stronger than Tsunade. Not that hard of a thing to grasp.
