Okay so regardless of your opinion of her usefulness, I think we can agree with after my explanation things could be worse.
Sakura has two real skills (min) Medical, and Big Punch.
Now we all know how insanely devastating those Big Punches are, and we also know how they never hit anything besides terrain features, however consider this: Healer types are the first to be targeted for obvious reasons, now what do you do to make thing less squishy? Make them tanks or dps as well i.e make them dangerous to approach.
Even if she never hits anyone or adds to the kill count, she has turned from a vulnerable target in need of saving every 4 panels to someone you still don't want to close to you, everyone goes defensive around her, which really is what you want. Hide the squishy in plain sight, and buy time until back up shows up. Her skill set achieves this at the very least.
Besides her Big Punch what different (Known/Realistically teachable) Jutsu would make her less of a target and more productive?
