He basically built a cry-baby weakling with attitude problems, into a fully developed ninja who can fend for herself. Making her a Senju would defeat her character purpose and development course. Even though if she was a Senju she'd most likely still go to Tsunade for "Senju Advice" she'd just seem more OP than she would have to be... Idk, I just feel her current course makes more sense for her.
