No there is more behind the seal writing going on another person than just chakra transfer. Tsunade hasnt and didnt do what Sakura did. I believe Sakura has created her own ability

Sakura didn't create any new jutsu. That's just an extra ability of byakogou. Sakura doesn't have the potential to create new jutsu, she doesn't even have any chakra nature
