Of course Sakura is Kage level by virtue of being a Tsunade clone, who happens to be the Hokage. At this point she is a Tsunade with a better chakra pool and [arguably] marginally superior speed.

Tsunade is the Hokage, thus Kage-level, and Sakura is >= Tsunade at this point.
