He does infact! But he has a power beyond anyone's imagination that is why I think he feels obligated to protect ninja world not just konoha! Naruto and Sasuke are both working hard now to protect the order and friendship they have gained with the war and they are trying harder still to maintain that peace that is why they are neglecting their families!

Isn't this just speculation though? How did you get this from one panel of him talking? All he said was that he wanted to see the world with fresh eyes and make up for his sins or something to that effect. We don't know what exactly he is doing, or how he is making up for anything.
