She is a side character more like a fodder her important days were years ago when there was taka but its over now .

When limited to the options presented (Hinata, Sakura, Temari, and Karin), It's not a difficult choice.

Hinata may be my favorite female character, but out of these four characters...

Sakura is best suited for a title like "queen of the Narutoverse" based on accomplishments/feats, more (although not necessarily better) character development, and a personality which beckons for recognition.

Temari is extrememly well-written for being a tertiary supporting character, but she requires more than just a bad@$$ attitude and powerful wind techniques to be designated as a queen of the Narutoverse.

Hinata isn't all that powerful, unfortunately. All she has going for her is a sweet personality and a passionate drive. Both of these qualities are amazing attributes that would make for a wonderful woman in real life (which is why I like her so much), but in a work of fiction she hardly qualifies as being a "queen."

Karin embodies the traits of almost any female that I detest in real life. She will never be a queen in my eyes.
