sakura is one it just the lack of romatic feelings for naruto she lacks unless having the romatic feelings for the one who you abuse is a most. As others have pointed out the accepted definition of the term Tsundere doesn't really say that romatic feelings have to be involved.

Still i do get what your saying since she doesn't abuse sasuke at all and she loves him

a tsundere girl is a girl who acts coldly towards you but actually cares/loves you
