No one has Kisame's shade of blue, and I believe only one character has white and black hair.

If you are going with shades, there are a lot of characters that have a unique hair color, not just Kisame.

We are talking about colors. Konan, Kisame, Chojuro, Guren and Hinata have blue hair.
