Agreed. Maybe not in terms of experience, but powerwise she is Kage level now. She has shown she has a big enough chakra pool to keep an entire army healed and she isn't even an Uzumaki or a Senju. Not bad for a 17 year old.

Hashirama, Minato, Hiruzen, and Tobirama are the only high Kage level.
