Well even if Tsunade has more chakra, Sakura's forehead can store more IMO since the beginning of part one, its been known that her forehead is extremely large which is a foreshadowing that she will be able to use a forehead seal that surpasses her master's.

It took Sakura three years to store all that chakra while Tsunade only did so in one week so I do believe it is possible for her to store more chakra in her forehead than Tsunade can.
