This is Kishi's intent.

There needs to be a character that is repulsive and hated in every work of fiction.

It is important to incite a wide spectrum of emotions in fans, including repulsion.

But Kishi actually wants to make his villains cool.

So the role of the punching bag ultimately falls upon Sakura, just as Kishi planned.

I only think that Kishimoto really fails at developing female characters. Best female character from Kishimoto is Konan.

Umm well Kishi did make Sakura's character, where she didn't even have a role in part 1 really, it seems pretty vague even now in part 2....

I mean Sakura's character doesn't seem distinctive enough, she seems like Tsunade clone (ironically I believe tenten wanted to be like Tsunade first), while not having any features that make her unique imo. Her goal is to be a brilliant shinobi/kenouchi(?), yet it seems really blurry on her goals, even in later chapters when Kakashi talks about team 7's change, Sakura's blurb seems rather lackluster. Sakura's character overall seems pretty lazy to me.

I guess the only thing that Sakura has that I can say is a direct link to her personality alone, is loving Sasuke.

I see. Personally I don't cheer for either sakura or hinata, but I guess it worked given how many hinata fans there are.

in my opinion the most top 3 well written female character are temari konan and hinata the most worst 3 female written character are sakura tenten tsunade

1. Sakura's haters tended to miss Naruto's overall arching point and tend to be simplistic in their desires for characters (cool, flashy op characters) and tend to fixate on her lack of a bust.

2. The Eastern fandom doesn't hate her as much as the Western one does. This simply means that there is something there that is unappealing to Western mindsets.

3. She's designed to be the normal one. As much as I feel Kishimoto cannot write women (by his own admittance), Sakura was designed to be the stable, normal girl in a very abnormal world. In Part 1 she probably feels like a fish out of water. Because the focus is on Naruto, we have no idea the personal trials she faces. She's also overshadowed by awesome (Sasuke, Naruto, Kakashi) and her feats are nowhere as "awe-inspiring" because saving several tens of thousands of fodder is consider dumb by people for some reason.

4. Kishimoto has repeatedly stated that he can't write woman doing huge things several times. AKA he cannot give people the Sakura they would prefer. Hinata would have the same problem if she was in the spotlight more. Her influence would be equally as minimal. Now I don't know why having a vagina makes you incapable of badassery for Kishimoto, but I'm willing to say this could also be the reason why Kaguya wasn't such a proactive villain, especially compared to Madara.

5. Kishimoto has stated that Sakura's representation of weakness is more geared towards "love". She is capable of unconditional love.Which is why she hasn't given up on Sauce despite the fact he's a single-minded idiot who refuses to learn from mistakes and thinks she can "fix him" or whatever. She's also a sixteen year old girl so hopefully, hopefully she'll grow out of the mindset.

I don't know if you've ever been in a relationship, but once in a while there are people who come along that you immediately want to help get better. Or maybe you get into a relationship with a girl and realize she has some issues, like social anxiety, rippling shyness, anything and start to think, hey maybe with this relationship I can really show her how to live so she doesn't have to be sad all the time. This mindset is really common. Do you know what breaks people out of it?

Experience. Sakura's currently in this mindset. If she hopefully moves on from Sasuke, she'll date enough people to see having this "personal healer" mindset in relationships can be extremely toxic to it and sometimes you can't force people to change. So as much as her confessions annoy mostly everyone, just recognize that she's an inexperienced teenage girl who's probably never been kissed or touched and she's never had to deal with relationships besides the one she fantasized between herself and Sasuke.

I hope this explained why Sakura's extremely complex (well, they all are) and people who "hate" characters tend to only look at them superficially and delve deeper into the characters psyche.

Kishi said Sakura represents human weakness. And humans always hate any weakness they have.
That is why ultimately she is always hated. xd

The word "hate" is subjective, thus your statement is that as well. Every character can be hated or loved, thus there is no reason to create a single character to fill either purpose.
