So right before to realize his biggest mistake for the future he probably decide to bring back Tsunade and not letting her die the first time after Pein's invasion in the city. At time when Naruto wasn't ready for this honor so he did that instead of double-cross us.
As her disciple Sakura is suppose to surpass Tsunade, having bykugou or slug sage mode, doesn't matter what, which could make her the 1st choice for the city in the future right after Kakashi's choice. But now he can go on his plan since Naruto gradually attaining his full power.
So yeah, there was really a reason for Sakura to be irrelevant for this story and next to being useless, whatever she received from now on will be alright but w/e.
