Gaara was started off as a child who is lonely and loathed by his villagers beause of being a "monster" he did not choose to be. He had one person who loved him; but that person's betrayal changed him into someone who is only loving himself and destroying everyone who gets in his way to establish his existance.

That's what happens before series start. In chuunin exams; we see a side of him which is getting broken through; when he was about to kill his opponent he saw that someone was willing to save him for the feeling of "love". This was something he did not understand and gave the first layers of his character. Then in hospital room when he was about to kill Lee; according to his explainations to Shikamaru and Naruto; we see how he have choosen his path of loneliness. Afterwards; he battles with another person who changed him forever because or mutual understanding. That is what changes him mostly; he is inclined to be a better person and sees that he should not surrender to loneliness. Later in another arc; we see him as a much more developed person who even tried his best to save someone else's life; and he tried to murder this someone about 2 times before; a killing machine basicly turned into someone who has concerns for another.

Just till 13 year old. Not even getting into part 2 development.

Sakura doesn't even compare to a character like Gaara IMO, his only downside of a character has to be his fanboying over Naruto.. which everyone seems to be doing right about now.. so it doesn't bother me as much.

No. It was proper. We all knew she was going to achieve Tsunade's abilities. One panel is enough for her development. What did you think her next power up was going to be? There were lots of foreshadowing on her powerup.
