Terrible logic. Guy is jounin level. Only the 8th gate puts him above a Kage's level.

However, it's not really smart to make a seperate poll for sanins and kage level since Orochimaru, Jiraya, and Tsunade were all at some point in their lives, hokage candidates. It's synonymous with kage level. I think it should be low-kage, mid-kage, and high-kage level.
