The chakra isn't necessary in order to become jinchiricki.
Gaara and the other jinchiricki's didn't have high chakra .
Beside sakura is great chakra controller and her chakra is

well i think kushina is a uzumaki so she was therefore able to become nineys jinj. and ur point that kushina is weaker than sakura is also wrong... and btw there shuld be a tailed beast fr sakura to become a jinjuriki...
