Sakura as Hokage ?

Let's say the village elders are reconsidering the 5th Hokage again, and Sakura and Tsunade were the only ones to be considered. I'm not caught up with the manga (I'm around beginning of the confining the jinchuriki arc), but I've read that Sakura can do almost all the ninjutsu and taijutsu Tsunade can. I'm guessing the only difference between Tsuande and Sakura, are Tsunade's connections with the other 4 hokage? So does could Sakura have the potential to be Hokage if she's Tsunade's equal ? Why would Kishi make Sakura as good as Tsunade in the manga... !? Correct me if I'm wrong, please.
