Sakumo.... for Hokage or nah?

So we know Sakumo was stronger than all of the Sanin during his time and so right. But even than Hiruzen considered Jiraiya/Orochimaru to be the person he would pass on the Hokageship to.

I wonder why not Sakumo? If someone is stronger than the Sanin.. i'm sure you should go with that person. I believe there was some Teacher-student bias going on. X_X


But anywho, Should Sakumo (If he had lived) been Hokage over Minato?

Also, what was he suppose to deal with? The very people he saved called him a scum...... Minato and Hiruzen never went through that.
