He can just type in ink on a scroll and reveal everything out.. Like he send the msg to Danzo.. unless even that is also somehow Forbidden/protected with another tech or curse..

if some people of Konoha leave the village, first Danzou will be mad. Second it may look like a agression move toward other village.
