Sai's actually very nice but kishi never focused much on his character and gave him no development whatsoever thus turning him into a fodder U_U
But I still find his character very interesting

All I can say is Sai had the potential to be a great character if Kishi wanted him to be but the simple fact is he most likely didn't want to risk creating a cooler character then Sasuke and have all the fans saying f**k Sasuke he's shit compared to Sai I hope he doesn't come back to Konoha which would cripple one of of the main characters plus his own story line that's probably why Sai has become fodder.
