Sai was a boring character replacement for Sasuke

I think Sai is a very boring character replacement in Team Kakashi, did everyone ever empathized with him with his lost memory, emotionless and brotherly love backstory? I didn't and his costume sucks, his jutsu is unique ill give him that but it's not pretty strong either, I think Kishi realized that Sai was a failed character and didn't develop him much, thoughts?

Not really, Chunin apparently get assigned their own teams in missions so they don't remain in their original teams all the time. Anyways that was merely an example, my point is that it's better to have fewer yet more developed characters than making fodder of many characters.

he has his funny moments esp. during his introduction to the story, but he immediately became stale and irrelevant, his dynamics with his team was flat, and that horribly ugly costume of his, his complexion makes him look anemic.
