Sai, he also have sword fighting skills and have ink jutsu.
Suigetsu, stronger and insane sword fighting skills (but not anywhere near Kisame Sword skills) but not so many jutsu and dehydrate to fast.
Draw match, unless fighting near big collection of water, then Suigetsu.

I think Sai wins. It might depend on the terrain if their is a large body of water nearby Suigetsu might win he can create huge water attacks to even hold back a tailed beast temporarily. On even ground though Sai might have an advantage since he can go to the air and attack from multiple directions. Sai would not want to get in close combat with Suigetsu since he has great strength and is basically immune to attacks However Sai is known to have great sealing techniques to stop him from dominating the battle with this.
