Tough one. I'm going to say Shino, high diff. Just because most people are saying Sai, but mostly because Shino definitely stands a chance.

Sai's ink drawings haven't shown to have much durability what so ever. In fact, Haku was able to destroy multiple ink birds with just needles as shown below.

With that being said, I find it highly plausible that Shino's insects will be able to do the same to Sai's ink creatures rendering them almost useless as his insects eat chakra.
Also adding on to the fact that Sais ink creatures don't have much destructive power, Shino's insects can be used as means of defense quite easily.

By diff, people mean the amount of difficulty it will take to win the fight.

First of all his lions, mice, and birds are easily dispelled, true. However the snakes aren't. With the combination of the snakes then lions could prove deadly. Also he is now shown to be able to draw functioning paper bombs, probably unlimited. His speediness with the body flicker technique has been praised. Also he can create the large scale drawing such as the 2 benevolent kings. And Yes, His sealing technique took out a member of the 7 swordsmen of the mist, presumably more of them because him and maki were the only ninjas capable of using sealing jutsu. Add his tanto for close range, and you have a jonin caliber boss.

Super Beast Scroll is also one of the most versatile jutsu in the whole naruto universe that we've seen.

Well my main point was that Shino can immobolize Sai from going airborne, which is a major advantage for Sai. Sai having to result to fighting on his feet leaves him vulnerable to Shino's insect eating up his chakra.
I have seen his ink drawing being dispelled from needles and simple taijutsu, so what is different about his snake drawings that make more durable from the rest? Even if they are, they are by far his slowest means of attack.
Sai's body flicker will be of no use against Shino as he can plant a female beedle on the real Sai from the start of the fight, and will know Sai's exact location at all times.
That sealing technique is a non-factor here, or any 1 vs 1 fight for that matter due to its prep time.

Good points but I'll start by asking why can shino stop Sai from going airborne? He couldn't stop Konan from going airborne. And yes the lions are easy to disperse, however they each amount to one punch. And when I say versatile I mean they have many uses and purposes, not just fighting. Also how could shino deal with those large scale benevolent kings? Sai seemed to draw those quickly. And although the sealing does take time, don't count it out of the battle. Also the paper bombs would do immense damage to shino. Almost like deidara's clay bombs. Haku felt the need to guard and protect Zabuza from them even though they could regenerate. I'll admit we recently saw he could use bug jamming jutsu so Sai's mice wouldn't work, but trust me, the snakes don't get dispelled as easy as he was able to subdue kiba akamaru and sasuke with this jutsu.
