This is pretty good actually, both can attack from long range, Sais attacks could be canceled out by Shino's bugs, but Sai's attacks can be much more diverse than Shino's. Also Sai is no slouch in taijutsu having a 3.5 where shino has a 1.5 So for the sake of him being more well rounded I say Sai wins.
