Which Sai can easily evade with his ink bird? he tries to reach sai and get close to him with a chidori but sai can simply create ink monsters to fend off sasuke, part 1 sasuke's chakra usage is limited here, let's say sai is on the ground? Your argument will probably be that sasuke blitz him with a chidori which can be countered via ink clones and sai himself has decent shunshin/speed and reaction time feats as I said before.
