Sai has a 3 while Neji has a 3.5. But how much chakra each one uses up per jutsu comes into play as well.

Their fighting styles use up relatively small amounts of chakra, though neji likely has the highest chakra concervation/ control, his stronger moves, rotation and vacuum palm, takes up lots of it, which he will need to counter some of sais stronger ink jutsus.

Also it will come down to the starting distance. If its close then neji could take it, if not then sai might have enough time to get on his bird to gain some distance

mainly i would say neji but how neji hits sai is the question why i believe sai wins this matchup it is a battle of stamina though how long can sai keep sending offensive attacks while neji is holding ground with defensive attacks

I really really want to say Neji, but in reality Sai just go air its GG.

He can draw all day. All day. He does not even have to draw something real maybe like big circles all day and drop it on Neji. Probable just fill in those circle and make it look like rocks and just keep drawing, drawing,drawing until Neji get tired...
