What I mean is, before he's nobody, now, he's being feared by almost everybody. He leveled up instantaneously. I didn't said it literally like genin to kage.

Maybe yes, he's 2nd to Madara if you're talking about the greatest villain in Naruto while Sasuke is solely for Naruto only.

Kabuto is strong, edo tensei is his ability so you have to consider it too after all he surpassed Oro and the 2nd hokage with it.
