Oh my. This seems like a difficult match up due to Sai's ability to fly. I'm thinking Sai can maybe outlast her if he's able to avoid her wind blasts. Or he may be able to do a sneak attack with his ink. It could probably go either way though.

With that distance I could see Sai giving Temari some trouble. But since it's not in character, Temari would just flesh out her most powerful techs off the bat, which frankly Sai has no way of stopping at 20m. Temari mid diff.

I think Temari can spank Sai, I don't know how well any of his ink based techniques could hold up against her. He could possibly pull a win but im leaning towards temari.
