Sai is alright but I would not go as far as calling him the best it's quite demeaning of all of the other great shinobi of his area and before and soon to be after, there are shinobi legends that will make Sai seem as if he were nothing but dust. For instance, Hashirama, the only man noted as fighting the Kyuubi and Madara with ease, there is also that of Rikudou, who would possibly trol everyone within the shinobi world. So dont downgrade other shinobi just because of the fact they are your favorite characters within the Naruto (Shippuden) series.
