This is my first theory ever based on Naruto series so go easy on me.
First of all we all know that the Sage had brother,right?
We didn't see storyline behind his brother's life.I think in that case his brother was like Ashura/Hashirama/Naruto and his brother that i believe was older was like Indra/Madara/Sasuke like,and that he inherited Byakugan,and as the time passed Byakugan of his brothers started transforming in Sharigan.
I have strong arguments about this i wrote,because in the beginning Kaguya had only Byakugan when she came from unknown location to us,then some pages later in manga we see her with Sharingan on her forehead,that came from Byakugan.
And one of my theories is that when someone from Hyuuga clan has that shame tag on their forehead it's related to this,just people from Hyuuga don't know that because it became traditional.
