Well in four tails, he didn't have much control over the chakra, so sage mode until that point. If Kurama let him go into the stage 2 chakra mode, then maybe it could surpass sage mode. Sage mode is pretty much an ability when Naruto can't use Kurama's chak.

I think as far as raw power goes, I'd say 4tails, but if you are referring to controllable power, I'd say Sage mode.
