The sage of six paths undoubtedly created his two sons. If he didn't, the sons would be distant cousins which we know is false since a senju cannot unlock the sharingan, and the uchiha do not have amazing life force.

Proof

1: No senju has ever awakened the sharingan
2: No uchiha had a life force similar to a senju.

When you share both uchiha and senju DNA/blood, you become like tobi. It is evident that the uchiha only have the eyes of the sage and the senju have the body. Thus the sons must of been created by the sage of six paths.
