Guys, refer to
Tobi mentioned he wanted to become the Jinchuriki of the 10 tails to improve his "oculars power" and thus able to activate the Moon Eye Plan Jutsu.
Then from this episode, in order for anyone to read the Uchiha stone tablet, one must possess the sharingan, MS or EMS and Rinnegan to read the contents.
It gives me the idea the Rinnegan is still not the final version of the sharingan.
I came to the following conclusion:
a pure blooded Rinnegan user + Juubi sealed inside = a final ocular power
then, with the new ocular eyes (my avatar), it allows the user to narutally activate Moon Eye Plan Jutsu. Thats why Tobi needed to use Sasuke.
And also, considering the time lapse, the only one who is aware of such a jutsu (moon eye plan jutsu) is only the elder son or the younger son of the Sage of 6 Paths. It has only been activated once and Tobi or Madara couldnt have seen it during their lifetime. I would say Tobi is the older son. When older son (Tobi) was borned, he did not have any siblings to get EMS, so he could not do anything much because the most he can get is Mangekyou level. Thus he stayed alive all these generations all in the hope of finding the true user of the ultimate genjutsu - Uchiha Sasuke.
