Unlike his brother Hashirama who is blessed with overwhelming power, Tobirama must rely on strategy more than brute power.
This is why he invented jutsus like Edo Tensei and one of the early users of FTG to come up for his shortcomings!
He managed to become the rival of Izuna and eventually defeating him in the end despite Izuna having the sharingan.
Yes he is a senju but he doesn't have the regenerative ability that Hashirama possses nor his Mokuton. His only benefit from being a senju is probably high level of chakra!
In the end he still became a Hokage and the strongest leaf ninja during his reign as stated by Hiruzen.
My point is to become the strongest Shinobi in the leaf village, he must have the ability to win his battles, and without Kekei genkai, its hard to accomplish this task.
Here are Proof that he is well suited for assassination and stealth, not direct confrontation fights:
1. Water release + Sword techniques : He resemble shinobis from the Hidden mist village, specifically the 7 swordsman. They use techniques like Hiding in the mist to hide themselves from their opponents and use it to do sneak attack to kill the opponent (silent killing). Tobirama being able to use sword and having water techniques will allow him to do the same!
He was also shown in the anime to be able to hide inside the water and drag opponent down, just like what he did to Hiruzen in part1 of naruto.
2. Flying Thunder god: Is a technique that relies on surprise attacks provided by teleportation. The main premise of this technique to allow you to attack your opponent anywhere when they aren't expecting it or can't react because its too fast, leading to instant KO if successful. Killing your opponent instantly without hesitation is a characteristics of an assassin and FTG allows this to happen.
3. Personality: He is the type of person that is strict and would act immediately without hesitation allowing him to kill his opponents without remorse. He wanted to kill Madara right away with no mercy after being defeated by Hashirama. His flying thunder god slash also kills the opponent instantly with the sword without second chances.
So do you think Tobirama's fighting style relies on stealth/surprise attacks (like Zabusa, Minato) more than direct confrontational (like Naruto, Raikage, Bee).
