Sage Mode Naruto Is Kage Level

Naruto can enter SM instantaneously now . So if he was in a fight he could re-enter SM in seconds. Not to mention any clones he makes can also enter SM. So yes SM Naruto is definitely kage lvl.

Jiraya was fighiting 3 at once, naruto was fighting them all one by one.
Others were simply watching in fear they might accidentally kill him.

Naruto surpassed jiraiya with sage mode that was stated, unless you think sm jiraiya is jonin level then you can say sm naruto is low kage level but jiraiya is mid kage level naruto suppassin jiraiya would make naruto high kage level. Sm naruto was overpowering kurama, he beat 3rd raikage and also trashed the 5 paths (displayin great tactics during those fight). All these ppl are kage level. Base naruto is at the low end of kage level anyway.
