Without Gaara how formidable would they really be? I mean come on 3 sand go into the chunnin exams and 3 and half years later they are supposedly head and shoulders above everybody else. Notable Sand Ninja barring kages: Kankuro, Temari, Baki, Chiyo, Sasori, Isage, Reki, Pakura, Korobi, Yaoki, Suna Assassination Captain, Tsubusa, Yura. Alot of this is hype, Kankuro, Temaru, Baki, Chiyo, Sasori, Suna Caption, Yura, and Pakura seem to be the most powerful.

Well the Iawa Village has Kakko(The guy who defeated obito and kakashi before kaskashi got sharingan), Gari who used explosive taijutsu(beat lee in taijutsu), Han(Former Jinjuriki), Deidara, Mu, Onoki, Roshi(Jinjuriki), First Tsuchikage, and Kitsuchi(leader of the second division). Also take into account this village has had much less to do in the storyline so there is reason to believe more powerful shinobi are from this village.

gai can beat gaara just sayin. lee stomped him using 5, gai can easily use 7 if not 8 if needed. gai is significantly faster than lee when he fought gaara.
