if you are talking about that spirit transform jutsu,

Its a jutsu, so it will be counted not in his char speed but jutsu speed,
you cannot compare it with character speed.

physically naruto is the best but like others said s/t users are superior in the fact they can teleport large distances very fast.

but if u look at who has very effective speed to be used in battle, minato and naruto would top that list followed by A but tobi whose base isnt too fast but his ghost mode helps him get many ppl of guard. tobi's s/t isnt as useful in battle. tobirama's skills in s/t are unknown so really cant put him anywhere

Not counting teleportation 4th raikage is the fastest!!When raikage tried to stop naruto and bee from leaving,Raikage said im the fastest ninja alive after minato passed. Remember naruto was shocked he couldnt out run raikage to escape. Tsunade said the surprise is that you can (keep up with raikage). Keep up does not mean faster than!!!!! And dont say he dodged raikage attack so he is faster. You can be slower than someone and dodge an attack.so im going Raikage,naruto(kyuubi mode)guy.
