I think naruto is only faster in his full out max power cloak mode. When not using that A is faster, but Minato would be faster if he was not dead.

If you are not involving teleportation he is the fastest. With S/T techs involved, he is third or fourth, only beaten by Minato, Tobi and probably Tobirama because you can't get faster than teleportation. Naruto is as close to it as you can get but if S/T is involved he can't get higher than fourth.
