I know they outsource episodes, but the pattern by which they do it seems kind of random.

Usually, Pierrot makes the better ones and the outsourced eps are worse.

Pierrot really likes making their own plot lines and investing in those instead of Kishimoto's canon story line.

For example, the next and final ep of Itachi's arc (which is vastly different from the novels) is going to be done by Pierrot while they're choosing to outsource the first ep of manga canon with Kaguya next week.
