This makes sense in regards to how young Sabo is and how he's really not heard of that much considering that it took Ace a while to find Sabo. His Sabo is still better than the 3 bros. But I'm sure his threat level is 1 billion worthy though.

Dragon is definitely not on Kaido's level, that's for real. Not sure about other Emperors though.

Not much weaker, but lesser known. The Revolutionary Army have recently been picking up speed, and have been largely secretive/covert in what they do. So far, their movements have revolved around inspiring coups in other kingdoms and having them rebel against the WG.

Soldiers of the Revolutionary Army themselves didn't even know their very leader, the most wanted and dangerous man in the entire world, was a human being. It makes perfect sense the world at large wouldn't be as aware of Sabo's activities as a Rev. Sabo's bounty is only going to look too low to people not paying attention and who continue to foolishly put this much stock in bounties being power levels.

But still, you'd think that being the right hand man to the World's Most Wanted would automatically give him a bounty higher than 602 million berries, and the WG should be well aware that Sabo is the Rev's No.2 if some nobodies in Dressrosa knew this.

@bold This is disappointing to people who believe that bounties that represent threat level and not people who believe it represents strength (btw it represents both according to Aokiji). Sabo, as the No. 2 of an organization dedicated destroying the WG, should be viewed as a greater threat than the No. 2 of a Yonko.

Sabo is referring to when his memories returned upon Ace's death.

Sabo lost memories of Ace when he was a child, and didn't regain them until Ace's death, so there's no way he met Ace. In that page, the mere mention of Ace's name caused memories to start returning to Sabo and started his anxiety attack, and seeing his face in the paper set it into full go. There's absolutely no way Sabo met Ace in actual person and didn't remember him.

Bounty does not equal strength, but of course people are probably going to call him weak because it isn't as high as other commanders.

But honestly I'm not surprised at his bounty, people need to remember he's still really young, I think people on this base and others treat him like he's some veteran that's done this stuff for decades.

He still has a lot he needs to improve on.

I've seen people on reddit and youtube say this and it's true: Sabo has to keep a low profile, i hope for Oda he thought he shouldn't give someone who works mainly in secret operetions a bounty too high.

Keep in mind that Koala scolded Sabo for clashing with an Admiral and potentially drawing the attention of the WG, that also goes for when Ivankov was afraid they'd go after him if he escaped.

Also Ivabkov was the mastermind behind the escape telling (how) they should wreck havoc but as far as we know his bounty also didn't raise.
