He's probably talking about him sitting down and talking to Koala. He's blatantly wrong on a couple fronts though, as Sabo was seen walking next to Fujitora and talking to him, showing he wasn't wasted on the floor, and the fight was happening for wayyy more than a few minutes.

Except for the fact that he outsmarted and outbattled both Diamante and burgess to eat the mera mera no mi in about 25 seconds straight...... who needs stamina if he can takeout enemies like that.
I'm not infering a difference in strength here, in fact I don't see how that message comes across. When you think about it, due to Sabo's influence within the World Governments nemesis and pretty much being the second largest threat to the World Government (behind Dragon, due to his position within the Revolutionary Army's ranks, of course). Then surely anyone on the World Governments side, with the ability to defeat him, would do so without any hesitation. However because Fujitora does not pull this off we have to assume Sabo is on the same level as Fujitora and therefore that they would most likely tie in a battle.
I am not incorrect. Fujitora is also up to nothing right now, so I could just as easily say he's taking a breather, and being winded isn't as extreme as he's trying to make it sound, literally half a minute of breathing fixes it.
