Luffy hit was stronger. But the difference is Luffy needs a mode with a huge drawback to achieve the power. Sabo's hit comes with no drawback or price and he can constantly maintain that. Also we dont know if its his best, which I doubt

I agree with this. Sabo's attack is just one of his general, repeatable ones whereas Leo Bazooka is Luffy's final blow. But yeah, Luffy's by far Lol
