OK Let us clear the confusion, Sabo is not second to dragon, someone is above him.

When *********** scan came out he got labeled as Chief of Staff. In the Military the
cheif of staff reports to the The Secretary of the Army or Secretary of Defense, then the Secretary reports to the President.

It's like this, Just like Sabo stated everything has a core

0. Dragon - Core
1.?????? - Secretary of the RA
2. Sabo - Cheif of staff

You can research on the definition of Cheif of staff and who is above him.

No idea but we shouldn't assume that even though it seems kind of obvious that Sabo is stronger. I think the revolutionary ranking aren't scaled by strength either, similarly to the WB division commanders.

I agree I don't think he's second in command but the right hand man of Dragon sounds good. Dragon probably has more trust in him than anyone else and assigns him to personal missions cos he knows he can trust above all else.
