I agree that the SO6P is not as strong as people make him out to be, and could have been surpassed by guys like Madara and Tobi before he became the juubi jinchuriki. His greatest feat without the near-infinite chakra the juubi provided him is defeating the juubi, the whole creating the moon thing could be repeated by tobi, nagato, or madara if they had the juubi's massive chakra reserves.

But SO6P with the juubi sealed within him is unsurpassed by anyone in the manga.
