Basically what she means is...

Everybody in Konoha is on Naruto's di*k. He's a star, and everyone wants him to be Hokage. He's no longer the underdog. He's loved by all. Shikamaru isn't as powerful and isn't as acknowledged so his chances are very slim. Better then Kiba's though.

Indeed he has the mind of a hokage and not the stamina and power.
Maybe if the hokage functioned in a team in battle (Shikamaru leading shinobi like Sasuke and Naruto or other combo and fighting the enemy), than Shikamaru could be hokage. Love makes blind, so Temari cant see Shikamaru objectively.

Why are people forgetting in the Manga it has been stated a number of times how shikamaru's thinking is at hokage level. Even tobi said he would have wanted him to on his side when Shikamaru explained why he took the sealing pot. You guys are taking what Temari said out of context, shes right he is of hokage calibre because he can think straight make decisive decisions and sway people as well. Being hokage is not only just about having the biggest stick, its a combination of things.
